- Priority 1: the best team from each university, ranked by TOPC results; up to 30 teams.
- Priority 2: the top 40 teams from the National Collegiate Programming Contest.
- Priority 3: up to 10 teams nominated by CPE.
- Priority 4: remaining teams ranked by TOPC results.
A priority category is suspended for that year if its list is unavailable 35 days before the ICPC regional, except when force majeure changes the contest date.
2024-09-12Disqualification notice
The organizer announced that 77 teams were disqualified and grouped the cases into three categories:
- Coaches reviewed the evidence, acknowledged misconduct, and agreed to disqualification.
- Teams did not provide requested screen recordings by the deadline.
- Recordings were shorter than three hours or showed clear signs of editing.

The organizer investigated submissions that appeared copied or similar to code produced by generative AI and delayed the final results.

Following the ICPC Asia Pacific rule requiring domestic teams to advance through a preliminary contest, the 2024 ICPC Taichung Regional revised its selection rule and used the TOPC team-priority order for most entries.
